Desirability
Quite useful for stabbers, but some characters may wish to use something without the -3 to damage. Others may wish to use something like a cloak of preservation.
History
The changes to slaying in 0.10 made this cloak more usable for general purposes; Dam-3 is a lot less nasty than it used to be.
In 0.12, it lost its EV and Dex bonuses, as well as its evokable invisibility and levitation, in exchange for an evokable fog ability (similar to a scroll of fog).
