Probably the best naga barding out there, the lightning scales give a useful resistance and help mitigate a naga's slow movement speed. If you get lucky and are playing a naga when you find this, strongly consider wearing it (unless you're worshipping Cheibriados; he doesn't like hasty items like this).
History
In 0.13, this artefact will onlyreduce your movement delay by one, but its enchantment will increase to +6.
The lightning scales were added in 0.10.
