This is entirely unavoidable, has a 50% chance of slowing cold blooded targets, and does not always awaken sleeping monsters. Unfortunately, you may be slowed if playing a draconian without rC+, and the cold freezes the contents of all potions in the area, rendering you unable to quaff anything for 7-15 turns after casting the spell.
