"Punk" is a fairly simple artefact, a well-enchanted greatsling of frost that just happens to also grant rC+. Although you can admittedly craft a more powerful greatsling yourself, it's still a competitive option. Just remember to fire venom- or flame-branded ammunition when facing cold-resistant enemies, or you'll inflict very reduced damage.
