Evoking the rod of shadows summons randomly selected shadow creatures into existence through the Weave Shadows spell. These monsters may not be appropriate for your current branch, and their strength will be determined by your spell power (and thus your Evocations skill).
Strategy
At low levels of Evocations, you'll be summonings goblins and worms. Don't expect much from this unless you're willing to put in the necessary training.
History
In 0.16 the Rod of Shadows became considerably stronger.
The rod of shadows was added in 0.14.
