Storm card

The Storm card produces some combination of rain (shallow water), swiftness and a short lived tornado (at high power).
- Power 0: gives a low tier effect
- Power 1: gives low tier effect with a chance of a high one
- Power 2: gives both low and high tier effects
History
The Storm card was added in 0.15 to replace the the Spark card. It could be found in the following decks over these two versions.
