This is actually being two quesetions, the second one being does it work on monsters? :To test the effects, I went into wizard mode and let a rat chew on me for a while with -3 AC. I don't think I ever lost more than 3 HP at a time, so my guess is negative AC doesn't actually amplify damage. I'm not sure where to look in the code to confirm this hypothesis, though. AC can be negative, whether through corrosion or wearing a really bad ring of protection or what have you.
To test the effects, I went into wizard mode and let a rat chew on me for a while with -3 AC. I don't think I ever lost more than 3 HP at a time, so my guess is negative AC doesn't actually amplify damage.
