EV Penalty

I'm not sure about the 10*(Encumbrance)/3 i.e. (Encumbrance)/30 factor in the EV code. My best guess is that it's referencing player.cc:1982 (0.30.0), but I'm not sure if that actually applies to body armour (seems to be relevant to bardings only).
