Some back-of-the-napkin math for damage comparison:
An endgame character will probably be doing about x3 base damage taking into account their skills and strength, so we can assume that a +6 3sword will do around 19*3+6 = 63 damage while the Serpentine Sword does 57. Elemental brands average a 25% bonus against non-resistant monsters, 37.5% against vulnerable monsters, and 8.33% against singly-resistant monsters. So we can estimate that the 3sword does ~78.75 average damage against non-resistant while Cerebov's does 78.375. Against resistant monsters the numbers are 68.25 vs 71.25. You can repeat these calculations for rF++ and rF+++ and rF(immune), and the 3sword will actually pull out ahead again (25% vs 8% is more of an advantage than 8% vs 5% or 5 vs 0, it turns out). And if the 3sword is +9 it even wins at rF+.
Of course this is all really mostly inconsequential, because the sword's real competition is antimagic or holy wrath, which both easily beat it.
