A noxious concoction which can do terrible things to your body, brain and reflexes

Quaffing a potion of degeneration temporarily reduces a random stat (strength, dexterity, or intelligence) by 1-4 points. This can be very dangerous for species with very low stats, since reaching zero or less in a stat can cause stat death. For most species, the lost stats will recover over time, but you can immediately restore them by quaffing a potion of restore abilities.

You can create potions of degeneration by casting Fulsome Distillation on most very large contaminated corpses. Doing so will identify the potion, but the only real use for it is to throw it with Evaporate, creating a 3x3 cloud of miasma, which can be useful when dealing with groups of monsters. Alternatively, Xom is somewhat amused if you quaff an unidentified potion of degeneration, but this is almost impossible to do intentionally.
