Pretty useless. If you want more SH, then you should probably just upgrade to a large shield. Only Kobolds and Halflings might consider wearing this, and even they probably wouldn't: the EV penalty is not really worth the SH increase, especially when considering that you are giving up on having any other intrinsics in that slot.
