Penalty really reduced?

User Eagle6000 recently has changed the penalty from 1 to 0,8. He has refered to a blog message that stated sth like that. Well, two objections come to my mind:

• 1. the blog listing had the title "trunk updates".
• 2. the official 0.16 change list doesn't give any hint at the same.

We all know that trunk changes frequently don't make it into new Crawl releases. What makes us be sure that this minor penalty reduction did really occur but wasn't documented in the official listing? -- Bwijn (talk) 14:45, 10 June 2015 (CEST)
