Cantrip is a monster-only spell which does nothing. It is equivalent to passing a turn, but provides intimidating flavor text. It is used to water down particularly dangerous early-game spellcasters.
The following enemies cast Cantrip:

Kobold demonologist

Orc priest

Psyche

Dissolution will have this spell if the Royal Jelly was killed and Jiyva no longer exists.
