Stabbers might consider it, but most characters probably won't want to take the -3 damage unless they already have a lot of slaying. Still, this item was actually "improved" by the changes to slaying in 0.10: Dam-3 is a lot less nasty than it used to be. In 0.12, it will lose its EV and Dex bonuses, as well as its evokable invisibility and levitation, in exchange for an evokable fog ability (similar to a scroll of fog).
