For every "tough" enemy in line of sight, the labrys gains +3 enchantment. For every "nasty" enemy, it gains +9 enchantment. Maximum enchantment is +16.

Desirability

At the minimum, the Consecrated labyrys is at least better than +4 broad axe of holy wrath, which is already a great weapon for the extended game. The labrys will frequently raise its enchantment, making it even stronger. Any reasonably threatening monster will count as "tough", so reaching a +13 or +16 enchantment is quite easy.
