Swamp dragon armour is an excellent body armour for use by low strength characters and casters, providing respectable AC and GDR with a manageable encumbrance rating of 7. It also provides poison resistance, rendering many early- and mid-game threats almost harmless.
Unfortunately, this armour is very rare. You can make your own swamp dragon armour by using a scroll of enchant armour on a swamp dragon hide, which you can acquire by butchering a swamp dragon corpse. If your particular game generated the Shoals instead of the Swamp, it is extremely unlikely that you'll be able to find any such dragons to slay.
