Based solely on its base stats, the storm bow[1] is an excellent weapon. A +8 longbow can inflict massive damage in the right hands, and the electrocution brand just adds on top of that, especially when you reach minimum delay (at a whopping 20 Bows skill, but well worth it). It truly shines when you can make use of its penetration effect, allowing you to blast through entire corridors of enemies at once or target distant enemies without having to resort to chewing through the front lines or using Portal Projectile. A longbow with a different brand might be more damaging to enemies that resist electricity, but the storm bow is a worthy find for any prospective archer.
