Desirability
The cloak of Starlight is usually a very competitive piece of equipment. Trading off 2 potential AC for 4 EV is a good exchange in most cases, and both cold and electricity resistance come in handy fairly often. The stealth hit is generally not too painful; usually you either have enough stealth that it doesn't matter, or you aren't using stealth at all. Stabbers might disagree when attempting to take out a sleeping unique, but in most cases it shouldn't be an issue.
History
In 0.17, this cloak will be given a +2 enchantment and a larger stealth penalty.
