Desirability
The robe of Clouds is most useful for those who haven't found another source of electricity resistance yet. It can also be useful for low level characters with some Evocations level, as thunderclouds generate lightning – which can do some nice damage but at the cost of being extremely loud. While cloud immunity is slightly useful and reduces the tedium of certain parts of the game, the scarf of cloud immunity is less rare and takes up a less critical armour slot. For general use, look for something with better defensive stats and intrinsics; a robe of resistance wildly outclasses this past the early game.
History
Prior to 0.23 the allowed one to evoke flying and randomly generated clouds of thin mist and rain, which occasionally turned dry tiles into shallow water and shallow water into deep water.
