Desirability
The robe of Augmentation[1] is certainly nice, providing decent physical defense (for a robe) while also enhancing your spellcasting capabilities. However, a robe of the Archmagi is likely preferable for any caster, and many casters won't mind the encumbrance of the more defensive dragon scales or troll leather armour.
This artefact is more likely to spawn in the early game, where it is more likely to be useful (and less likely to find alternatives).
