Desirability
The hat of Pondering provides extremely useful bonuses to any character's spellcasting, but can you afford the movement speed penalty? Perhaps not, but that's up to you to decide. Luckily, this hat is most beneficial to those who are likely to have the means to speed themselves up, i.e. casters with Controlled Blink, and it may be useful to Cheibriados followers, who are already slowed down to begin with.
