Probably the best naga barding out there, the lightning scales[1] give excellent defense, an occasionally useful resistance, and a small boost to a naga's slow movement speed. Even combined with Swiftness, you'll move slightly slower than the average character, but that's still a significant improvement. If you happen to be playing a naga when you find this, strongly consider wearing it (unless you're worshiping Cheibriados; he doesn't like hasty items like this).

History
Prior to 0.13, this artefact reduced movement delay by 2, but only had a +3 enchantment bonus to AC. Significantly, this meant that Swiftness combined with the scales would give a naga slightly above-average movement speed.
The lightning scales were added in 0.10.
