This item will randomly generate thin mist and rain around you. The rain may turn into shallow water or turn shallow water into deep water. This is least impractical for merfolk, flying tengu and black draconians, and Fedhas worshipers, though other races can still get around by making use of its evocable levitation ability.
History
This artefact will be changed in 0.12 with the removal of levitation.
