Unfortunately, "Bullseye" is a fairly useless artefact. While it provides unparalleled amounts of SH, rendering fights against single melee opponents much safer, the skill necessary to wield large shields effectively renders them undesirable to most characters. -5 EV is also a very painful handicap, more than outweighing the shield's benefits as soon as you're facing more than one opponent at a time. Finally, using it prevents you from wearing a shield with a useful ego, like resistance. It's difficult to imagine a situation in which "Bullseye" would be more desirable than simply wielding a 2-handed weapon.
