Desirability
The hat of Pondering provides extremely useful bonuses to any character's spellcasting, but can you afford the movement speed penalty? That's up to you to decide. Luckily, this hat is most beneficial to those who are likely to have the means to speed themselves up, i.e. casters with Haste or Controlled Blink.
Although it's annoying to swap gear on and off, you can remove this hat quickly enough that you should be able to do so and still safely outrun anything your base speed or worse, so long as you do so while they're still a significant distance from you.
