A staff of power is a magical staff which contains additional MP for you to expend when casting spells. It can hold 5 + (40% of your max MP) MP , and will regenerate MP independent of your actual MP pool so long as you wield it. Unwielding it, however, will cause it to rapidly bleed out MP, rendering it useless soon after you switch weapons. So long as it's wielded, however, it is effectively a large boost to your MP pool and MP regeneration rates.

Strategy
One of the more universally useful magical staves, a staff of power can benefit any caster. That being said, it may be wiser to wield a staff of wizardry if your spell success rate isn't terribly high; being able to cast a spell once reliably is better than being able to fail to cast a spell multiple times.
