The wand of light fires a powerful ray of light which blinds enemies. If it hits the player, it has a 1/3 chance of confusing them for 2-3 turns[1].
It functions similarly to the wand of acid and wand of quicksilver as an attack wand. Only one of these three "beam" wands may exist in any given game.
Tips & Tricks
The wand might be useful for stabbers, since it can blind almost any monster, including orbs of fire. Note that several monsters are completely immune to blinding, which is mentioned in their in-game description.
