Leather armour is the lightest common body armour with a non-zero encumbrance rating. It offers only marginally more AC than a robe, but the additional GDR it provides can make enough of a difference that dodgers and casters may choose it over a robe in spite of the penalty. Lighter dragon armours are better than unbranded leather, but a leather armour with a good ego (fire resistance, for example) is generally better than the lighter dragon armours.
Bear in mind that the benefits of the Armour skill depend upon the base AC of the armour you're wearing, and that GDR is unaffected by Armour skill. It is a waste of experience to train it if you don't intend to find sturdier armour down the line. Focus on Dodging instead.
