Desirability

The justicar's regalia[1] is a good mid-tier piece of armour with several egos ranging from useful to fantastic depending on your god or build. Scale mails don't take a huge amount of training to be wearable by non-stabbers or spellcasters, and the extra +4 to strength makes it extra accessible by reducing EV and spell success penalties. The additional amulet slot can also help compensate for the scale mail's middling AC in the endgame, especially with a randart amulet. Overall, its stats alone plus the amulet slot usually make it better in the early- to mid-game than almost all body armour you can encounter by that point.
