Desirability
The justicar's regalia[1] is a good mid-tier piece of armour with several egos ranging from useful to fantastic depending on your god or build. Scale mails don't take a huge amount of training to be wearable by non-stabbers or spellcasters, and the extra +4 to strength makes it extra accessible by reducing EV and spell success penalties. The additional amulet slot can also help compensate for the scale mail's middling AC in the endgame, especially with a randart amulet. Overall, its stats alone plus the amulet slot usually make it better in the early- to mid-game than almost all body armor you can encounter by that point.
Notably, however, it is also bestowed with the Rally ego, which grants additional regeneration to any allies you summon or create through any means — this includes but is not limited to scrolls of summoning, ally-creating spells from the Summonings/Necromancy/Forgecraft schools, summoning evocable items, and Invocation abilities. Not all summons benefit equally from regeneration — a Fedhas ballistomycete doesn't get as much value as a Platinum Paragon — but characters that rely on powerful summons may find the justicar's regalia to be game-changingly powerful.
Being a scale mail will eventually become more of a detriment in the endgame; as, by that point, players will have found armor that is far superior in raw AC or has more relevant egos. Characters with a combination of good amulets and good Rally outlets, though, can still regard it as one of their best options even then.
