Desirability
The justicar's regalia[1] is a good mid-weight piece of armour. The extra amulet slot is essentially an ego of your choosing, which can range from useful to fantastic depending on your god and build. Scale mail is not the most protective armor, but it does not require a huge amount of training to wear for light armor characters and casters, which is helped by the +4 strength. Overall, its stats and amulet slot alone make it a great choice in the early- to mid-game, outclassing most armors you can encounter by that part.
Notably, however, it is also bestowed with the Inspire ego, which grants additional regeneration to any allies you summon or create through any means — this includes but is not limited to scrolls of summoning, ally-creating spells from the Summonings/Necromancy/Forgecraft schools, summoning evocable items, and Invocation abilities. Not all summons benefit equally from regeneration — a Fedhas ballistomycete doesn't get as much value as a Platinum Paragon — but characters that rely on powerful summons may find the justicar's regalia to be game-changingly powerful.
Being a scale mail will eventually become more of a detriment in the endgame; as, by that point, players will have found armour that is far superior in raw AC or has more relevant egos. Characters with a combination of good amulets and good Inspire outlets, though, can still regard it as one of their best options even then.
