A +4 ring of protection boosts the AC of the wearer.
Desirability
All characters benefit from more AC, but using a ring slot for it may or may not be a good idea. Unlike amulets, though, you can quickly swap between rings.
Rings of protection are relatively stronger on characters with low AC. Since damage cannot be reduced below 0, going from 5 -> 9 AC is somewhat larger improvement than 25 -> 29 AC. In particular, characters that cannot wear some or all types of armour (Spriggans, Oni, Trolls, Octopodes, Felids) will appreciate having a ring of protection.
A ring of evasion offers a stronger average boost to defense, but is less reliable. A ring of dexterity provides even more EV to characters with high Dodging skill. Finally, if you are fighting against a specific enemy, you might want a resistance ring instead.
History
