This item has a 1/3 chance to to generate when you slay a swamp dragon.

Desirability

Swamp dragon scales are a light armour with relatively high AC, a direct upgrade to ring mail. They are a good option for casters and EV-based characters.

The poison resistance is great in Spider's Nest, Snake Pit, and the Swamp, where poison is a major threat. It can occasionally be useful in other places. For instance, poison clouds can inflict rapid damage, even for a character in Zot. However, even if you have rPois from other sources, this armour can be good for the AC and low encumbrance.

The next lightest scales are fire and ice dragon scales - more AC, but heavier. Compared to these, swamp scales are lighter, but more notably, do not make you vulnerable to an element. Thus, these scales can be a viable choice to complete 3-rune game.
