The Shields skill denotes how good your character is at blocking melee or ranged attacks with a shield, including some magical ones. A higher Shields skill also decreases the penalties to EV, spellcasting, and combat that come with having a large piece of metal or wood strapped to your arm.
For normal-sized characters, a 5/15/25 shield skill will completely cancel out the penalty from a buckler/shield/large shield, respectively. For other races, see Shields.
For information on item use, see Shields.
