Javelins are one of the most powerful Throwing weapons in the game. Although they pale in comparison to large rocks, they can be used effectively by any medium size or larger species and deal respectable damage, chewing through most things in the early game and softening up opponents in the late. They weigh more than most thrown weapons, but their very low mulch rate (5%) means you won't need too many.
Javelins are an uncommon find early on, but are plentiful in the Shoals; many merfolk (particularly merfolk javelineers) will carry a stack of them. Okawaru will periodically gift them to followers skilled with Throwing weapons.
